E-cigarettes must comply with act, No. 87/2018, on nicotine products, electronic cigarettes and refill containers for electronic cigarettes. (https://www.government.is/publications/legislation/lex/2018/09/17/Act-on-electronic-cigarettes-and-refill-containers-for-electronic-cigarettes-No.-87-2018/) The act deals with import, sale, marketing, visibility, labelling, age restrictions, maximum nicotine content as well as banning certain ingredients. Furthermore, packaging that are especially appealing to children are not permitted. Manufacturers or importers of nicotine products, e-cigarettes and refills containing nicotine shall notify the Housing and Construction Authority, hereafter called HMS.

Regulation, no. 992/2022, further expands on licensing for retail sales, as well as introducing the maximum nicotine amount for nicotine pouches.

Regulation, no. 991/2022, declares which warnings and information shall be present on packaging of nicotine products, e-cigarettes and nicotine refills as well as informational pamphlet which should be included with nicotine containing products. No official translation of the regulations exists yet.
