Those who want to sell nicotine products, e-cigarettes or refills need a special license from HMS.

Licensing fee for each retail point is 72.864 ISK. An application will not be processed until the fee has been paid. At the end of the process additional fees, such as travel expenses, might be added.

HMS can collect a surveillance fees market surveillance. Additional fees, such as travel expenses, might be added. Hourly fee of a specialist with HMS is 18.216 ISK.

Licensing fees are not repaid.

The following requirements apply to applicants or their representatives:

·         That they are of legal competence and provide a certificate legal competence from Registers Iceland,

·         That they are registered in the firm- or company register and provide a certificate from Iceland Revenue and Customs.

The following information are required:

·         Name and address of the retailer

·         Name, address and national I.D. of the operator

·         Name, address, national I.D. and contact information of a responsible person,

·         If the intention is to operate online shopping from a website the URL and the address of the warehouse needs to be included in the application.

HMS collects fees based on ministerial regulation no. 992/2022 which is based upon act no. 87/2018.
